Section 31 of the Data Protection Act 2017 expects security measures that are tested regularly.<\/li><\/ul><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ea94b96 elementor-widget elementor-widget-text-editor\" data-id=\"ea94b96\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>A reference definition<\/h2><p>NIST, the US standards body, defines the disaster recovery plan as an information-system-focused plan designed to restore the operation of a system, application or infrastructure <strong>at an alternate site<\/strong> after an emergency. The continuity plan, for its part, aims to sustain business processes during and after the disruption.<\/p><p>Continuity frameworks (NIST SP 800-34, ISO 22301) treat recovery as part of the continuity plan: keep essential activities running, in degraded mode if necessary, <strong>then<\/strong> resume in a planned way. The two plans complement each other; the difference is explained in <a href=\"\/en\/guides\/drp-bcp\/difference-between-drp-and-bcp\/\">What is the difference between a DRP and a BCP?<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-cbd67fa elementor-widget elementor-widget-text-editor\" data-id=\"cbd67fa\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>What it contains<\/h2><p>A DRP is not software. It is a living file:<\/p><ul><li>the list of services to restart, in order (directory, databases, applications, then workstations);<\/li><li>the maximum accepted downtime (RTO) and the amount of data you accept having to re-enter (RPO);<\/li><li>where the copies are, and how they are turned into servers that boot;<\/li><li>who decides to fail over, who holds the encryption key, who informs users;<\/li><li>how you switch back once the original site has been repaired;<\/li><li>the date of the last test, and what it showed.<\/li><\/ul><p>Without that last line, you have a document. You do not have a plan.<\/p><p>NIST divides the plan into three phases, which are useful for structuring the few pages an SME needs:<\/p><table><thead><tr><th>Phase<\/th><th>Question it answers<\/th><\/tr><\/thead><tbody><tr><td>Activation and notification<\/td><td>Who spots the incident, who decides to trigger the plan, who informs whom?<\/td><\/tr><tr><td>Recovery<\/td><td>What steps restart the services, in what order, on which environment?<\/td><\/tr><tr><td>Reconstitution<\/td><td>How do you validate operation, return to the original environment and close the incident?<\/td><\/tr><\/tbody><\/table><p>ANSSI, France&#8217;s national cybersecurity agency, stresses the order: a restoration strategy and sequence must be defined, taking particular account of dependencies on infrastructure services (DNS, directory, time synchronisation).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d30248d elementor-widget elementor-widget-text-editor\" data-id=\"d30248d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>DRP and backup<\/h2><p>The backup provides the data and, if it is an image, the system. The DRP provides the <strong>place<\/strong> where that system restarts and the <strong>procedure<\/strong> that lets people use it: network, addresses, DNS or IP, licences, accounts. Having backups in a cloud with no standby server planned means being able to restore &#8216;somewhere&#8217;, some day. The DRP names that somewhere and that day.<\/p><p>The DRP&#8217;s RPO is that of the backup feeding it. If the last clean copy dates from 10 pm the previous evening, even the fastest DRP in the world will restore the 10 pm state, not the 10 am state the next day. ANSSI also asks that the backup strategy take into account the maximum tolerable data loss and the maximum tolerable downtime: these are the French equivalents of RPO and RTO, explained in <a href=\"\/en\/guides\/drp-bcp\/what-is-an-rpo\/\">What is an RPO?<\/a> and <a href=\"\/en\/guides\/drp-bcp\/what-is-an-rto\/\">What is an RTO?<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9ecbfec elementor-widget elementor-widget-text-editor\" data-id=\"9ecbfec\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>What a DRP is not<\/h2><ul><li>A BCP. A BCP aims to keep the service running with almost no interruption. A DRP accepts an interruption, followed by recovery.<\/li><li>Replication alone. The replica follows the original, including the attack. A DRP must be able to pick an <strong>earlier<\/strong> version.<\/li><li>A verbal promise from the provider. &#8216;We&#8217;ll get you back up and running&#8217; with no measured RTO and no annual test is not a plan.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a5ade24 elementor-widget elementor-widget-text-editor\" data-id=\"a5ade24\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>For an SME<\/h2><p>A useful DRP fits in a few pages and covers two or three servers, not the fifty applications on a corporate group&#8217;s diagram. It answers: a fire in the server room, a physical server that cannot be repaired within 48 hours, ransomware that has made production unusable. If it covers everyone in the same way, it will never be tested.<\/p><p>In Mauritius, section 31 of the Data Protection Act 2017 requires appropriate security measures against the loss or destruction of data, with regular testing. In its guideline on incident handling, CERT-MU recommends preparing the response in advance: list of responders, people to alert, recovery steps and lessons learned. Test backup restoration and the application of the plan regularly. Compute resources are allocated at the time of recovery, not permanently. An automatic monthly test checks that these instances boot, without touching production. A real-world test, lasting up to ten hours, is available on quotation. Activation on the day of a disaster is billed per day. DRP storage starts at \u20ac175 excl. VAT per TB per month, plus one agent per server, the instances and, for services reachable from the Internet, public IP addresses at \u20ac0.54 excl. VAT per month. Copies are encrypted on the machine before they are sent, with a key held by the customer: recovery requires that key to be available. However, section 31 of the Data Protection Act 2017 requires any organisation processing personal data to take appropriate security measures against its loss or destruction, and to test them regularly: a recovery plan, even a basic one, is the practical way to meet that duty. Customer contracts, your insurer or sector-specific regulations may also require one.<\/p><\/details><details><summary>What is the difference between a DRP and a simple backup?<\/summary><p>A backup keeps the data, and sometimes an image of the system. A DRP also sets out where those systems restart, the start-up order, the network, the accounts and the person who decides to fail over. With a backup alone, you know you can restore &#8216;somewhere&#8217;, some day; the DRP names that place and that timeframe.<\/p><\/details><details><summary>Who should write the DRP?<\/summary><p>Management sets the priorities and acceptable timeframes; the person who runs IT, or the service provider, describes the technical steps. Continuity frameworks recommend having the documents reviewed, ideally by a third party, and then putting them to the test through tests and
