The first is economic: after how many hours of downtime does the cost exceed what you are prepared to pay to avoid it? The second is technical: how long did the last real restore take? Calculated service by service.<\/li><li><strong>Technical number<\/strong>: timed from &#8220;we declare the incident&#8221; to the first successful business task.<\/li><li>Without a test, you do not have a technical RTO, <strong>you have a hope<\/strong>.<\/li><li>If the two do not meet: reduce the volume, prepare images, move to a DRP or BCP, or accept a written degraded mode.<\/li><li>An RTO is written <strong>within the support hours<\/strong> you actually have.<\/li><\/ul><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6ebea93 elementor-widget elementor-widget-text-editor\" data-id=\"6ebea93\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>The economic number<\/h2><p>NIST calls this step determining the <strong>maximum tolerable downtime<\/strong> (MTD): what the activity can bear in total, all impacts combined. The IT RTO must stay below it. For a service, estimate:<\/p><ul><li>people blocked \u00d7 fully loaded hourly cost;<\/li><li>sales or services that cannot be recovered (a customer who has left, a cancelled care appointment);<\/li><li>contractual penalties, if any;<\/li><li>the point at which the company&#8217;s reputation is affected, even if this is subjective: write it down anyway.<\/li><\/ul><p>Example. Eight people blocked, \u20ac35 per fully loaded hour, no penalty. Each hour costs \u20ac280, plus the revenue not generated. If management accepts \u20ac1,000 of disruption, the economic RTO is about three to four hours. If it accepts a full day because the order book can be pushed back, the RTO can be 8 to 24 hours.<\/p><p>Do this calculation per service. The switchboard may have an RTO of one hour and document archiving an RTO of one week.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f770c28 elementor-widget elementor-widget-text-editor\" data-id=\"f770c28\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>The technical number<\/h2><p>Take the last test, or run one now on a test copy. Start the stopwatch at &#8220;we declare the incident&#8221;, not at &#8220;the software has finished copying&#8221;. Stop it when a user has successfully completed a normal task.<\/p><p>If you have never tried, you do not have a technical RTO. You have a hope. In that case, the immediate job is the test, not choosing between a DRP and a BCP. ANSSI, France&#8217;s national cybersecurity agency, makes the point: a restore procedure must be written and regularly carried out, and the restore order defined in advance according to dependencies (DNS, directory) and the criticality of the applications. Replace them with your own measurements.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5075430 elementor-widget elementor-widget-text-editor\" data-id=\"5075430\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>When the two numbers do not meet<\/h2><p>The restore took nine hours, the business accepts only two.<\/p><ul><li>Reduce the volume to restore (separate archives from live data).<\/li><li>Have images ready to boot rather than a reinstallation.<\/li><li>Move this service to a DRP (prepared standby) or a BCP (standby already running). See <a href=\"\/en\/guides\/drp-bcp\/drp-or-bcp-which-to-choose\/\">DRP or BCP: which one should you choose?<\/a>.<\/li><li>Or accept, in writing, that the actual RTO is nine hours and organise a paper-based degraded mode for those nine hours. This is a legitimate choice if it is made knowingly.<\/li><\/ul><p>ANSSI, in its guide on cyber crisis management, insists on this last point: the organisation must be able to maintain its most critical activities, possibly in degraded mode, or even without digital services. After an attack, recovery can stretch over several weeks: the RTO for a hardware failure does not apply to ransomware.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-481378c elementor-widget elementor-widget-text-editor\" data-id=\"481378c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>Do not forget support hours<\/h2><p>A four-hour RTO that assumes a technician is available does not hold on a Sunday if support is open on weekdays from 9 am to 5:30 pm. Write the RTO <strong>in the business hours of the support you actually have<\/strong>, or pay for on-call cover. The <a href=\"\/en\/drp-offer\/\">DRP<\/a> shortens the technical delay by restarting servers on standby instances, without waiting for a replacement server; a boot test takes place every month, and a test under real conditions, of up to 10 hours, is available on a quote basis to measure your RTO. For example, eight people at \u20ac35 per fully loaded hour cost \u20ac280 per hour, before lost sales. This figure is used for comparison with the annual cost of a DRP or a BCP.<\/p><\/details><details><summary>Are the RTO and the maximum interruption time the same thing?<\/summary><p>Not quite. The maximum tolerable downtime (MTD for NIST, DMIA for ANSSI) is what the activity can bear in total. The RTO is the time needed to bring IT back into service. NIST recommends that the RTO be shorter than the MTD, to keep a margin.<\/p><\/details><details><summary>What should you do if the calculated RTO is impossible to meet?<\/summary><p>Either you change the architecture (images ready to boot, DRP, BCP), or you write down the actual RTO and organise a degraded mode for its entire duration. Both are legitimate.
